Just because Health Care Works for Cheney (Who can afford the best doctors and care since the extremely high cost is payed for by taxpayers.), it does not follow, or should be assumed, that it works as a whole. The medical procedures and care he got, and gets, would be prohibited to most people, and only proves that the care he gets, and got, works for him, not that the system of Health Care itself Works, or that it would always be the same in every case.
